B/R List Explanations
The purpose of my list is to clean up as much of the FFG RL as possible without changing any of the text or how any of the cards work. So that led me to a Banned list, cards on the banned list are not available to play. Below I will outline my decisions for certain cards entering, leaving or joining the restricted and banned list.

Here is the current RL for a frame of reference. Without further adieu here are the reasons.
Banned List
Combo:
Annals of Castle Black, Littlefinger’s Meddling, A Mission in Essos, To the Rose Banner, Growing Ambition, Taena Merryweather, The Dragon’s Tail. All of these cards have made their way onto the Banned List due to their warping nature in enabling combo decks. By removing these from the environment I was able to free other cards which I will go over as we continue down the list.
Agendas:
Sea of Blood - This agenda is very divisive and leads to a lot of “non games” where, based on your deck or draw, you are unable to defend and then get your board wiped, a key location destroyed or both. I feel that the environment will be both more enjoyable and more diverse with this agenda removed.
Kingdom of Shadows - This agenda is being moved to the banned list for both power and ubiquity, it also allows me to free some other cards for other archetypes without further imbuing this archetype. Kingdom of Shadows is boring and removes a lot of deck choices and deckbuilding decisions. I feel that the environment will be both more enjoyable and more diverse with this agenda removed.
The Rest:
Trade Routes - This card makes too much money too consistently.
Unexpected Guile - This card creates too much value and generates too many “no consequences” situations and by moving it to this list I’m able to free other cards and leave some off the RL that would need to be there to split them from this card.
Mace Tyrell - I removed Hightower so he had to die.
Flea Bottom - Too much value and constant abuse with too many cards makes this card impossible to have in the environment and free other cards.
Skagos - This card is too much value and gives too many answers to Stark while having very low opportunity cost. Having this card on this list allows me to free other cards.

With all the other combo cards on the banned list these cards are now safe to enter the environment.
The Wars to Come - This card is being removed mostly due to the agenda limit of the event and how it allows for more diverse decks as any faction can take this and have a different approach. I look forward to seeing how this will impact deck choices.
Desert Raider - With the other changes to the list I feel that Desert Raider can now be free and allows for a potential rebirth of the Drowned God archetype, just with no Vince.
Wyman Manderly - The fat man is free and allows Stark to now take some choices that directly affect their deck direction instead of being pigeon holed into taking Wyman always. This was facilitated by Skagos being killed as well.
The Hightower - Mace died so this card is free, hopefully giving a boost to multiple Tyrell archetypes.
Added:
Return to the Fields - This card is too efficient at neutering resets while being neutral.
The King in the North - This card is too warping and punishing for factions that don’t have easy access to Kings or King attachments. This card usually ends up being a one sided turn where one person gets to do whatever they want and the other person has to suffer and take a massive hit to their gameplan.
Bribery - This card has too many interactions that are not enjoyable and creates too many swingy situations.
Selyse Baratheon - Splits this card from Great Hall which hits the economy of the Baratheon Qohor decks while not affecting other Baratheon decks as much.
Doran’s Game - With The Wars to Come free I wanted to limit the ability at mass power grab while still leaving it available if you wanted to play Wars.
Clydas - This card gives too much choking power for his cost while asking very little from you.
Seasoned Woodsman - This card is here to take some power away from Valyrian Steel to make it no longer the de-facto agenda choice for Night’s Watch. He provided too many resources when combined with the agenda.
Bear Island Scout - With Wyman free I went after another card advantage engine, this card provides Stark with a stream of chuds to go with their other cards, core Robb, fat Cat, Wyman etc… By swapping places with Wyman I allow for them to be together or for other Stark decks to take Wyman and move into another direction.
All Men Are Fools - While I freed “Six Maids in a Pool” I wanted to make going for the full ladies package to be a deck building decision so this card joins the list. Also it’s a single card with the potential for mass power gain like Doran’s Game.
Qotho + Overwhelming Numbers - These cards + the Sea of Blood ban were used to quell the obviously overpowered Targ deck from worlds. However even without Sea of Blood both of these cards are still too powerful to be free. Overwhelming Numbers got chosen instead of Womb of the World because it still allows for Dothraki decks to exist without being forced to take Womb as their RL card. Qotho gets added for his power in combination with the previously mentioned cards and his ubiquitous power in any Targ deck.
For some clarification on deck building
The Mystery Knight must be a different agenda than the other deck it's doubling up on.
Alliance counts as whatever banners you choose for the limit 1 per agenda. Example: Alliance with Banner Lion/Rose would count for the limit 1 of both Lion and Rose.
